Can someone explain Obama's recess appointments?

Recess appointments are made to side-step Congressional approval of nominees for appointments to government positions. Obama's appointees were being filibustered and/or grilled. In all fairness, I must say that Bush and Clinton both had over 100 Recess Appointments during their presidencies. With them I think it was just a matter of playing politics - there is one appointment in particular that Obama made which should really raise some red flags. A guy named Becker was named to the National Labor Relations Board - he was the lawyer for SEIU and AFL-CIO - the Chamber of Commerce said that Becker's radical approach to labor relations will make it impossible for corporations to compete.
