Should sick Co-workers go home?

The person on the other side of my cube is letting out this horrendous cough about every other minute. He said he has bronchitis but is not contagious anymore. I get that, but I mean, this cough is starting to get on my nerves. I know he cannot help if he has to cough, but should he have just stayed home !?
