OK your the leader of a very powerful nation and a war is about to start between two other nations and?

if you join the military dictatorship, other nation got no chance, if you join the parliamentary democracy then it will lead to a huge war, killing tons of men. in other words joining the second one will make you weaker in army size, leading you opening chances to attack, and you can't trust another nation just like that. they want you, they need to offer you a lot because you really don't need more power. i go with military dictatorship
