Who plays the biker gang leader in the Book of Eli?

I'm talking about the one who was killing people below where Eli was listening on a bridge, and who was in the bar later trying to start a fight with Eli him over pushing his cat, and gets his *** kicked. For some reason I'm led to believe it's Steve Zahn, though he isn't credited for the movie so I must be wrong. Who is it?
