What does it mean "to be poised to" ?

English is not my first language so I am a little confused about what it means "to be poised to (verb)". Can anybody please give me a synonym of this expression? I have read, for example, the following. "President-elect Barack Obama is poised to restore the United States' image...". Could anyone please re-phrase this for me? Thank you very much.
